I agree with you on everything, but Bush and Co cannot do that. Just put yourself in their position. Withdrawing the troops and admitting that war was a mistake is basically admitting that you are responsible for death of over 3000 American soldiers and few hundred thousand Iraqis, because you fucked up.
That would mean that all deaths, money and rest of the resources was wasted for your mistake.
There is no way anyone will admit that , and I don't care how truthful person is.

Bush has three options in my view:
1. say that Iraq was mistake
2. say that Iraq wasn't mistake
3. say that he lied to get us into war for his personal and neo-christian agenda

1. is not an option for him or would it be for you if you're in his shoes.
2. is the best option which he is currently taking. Yes , you have to spin it and lie like a dog (something this administration has no trouble with), but the worst thing in the end that can happen to you is people will say that you're insane (lot better then being responsible for thousands of deaths)
3. Third option in my opinion is the closest to the truth, but they will never say that of course.

None of these options are of course very good options, but i don't see any other choice. He would best of if he resigned and got out with at least little bit of dignity that he has left in the eyes of the public. Personally I don't think he has any dignity left but that is what I would do if I was him (thankfully I am not).
