Militia, Armed Resistance, Sectarian Violence, Al Qaeda, Hezbulla, Hamas, Rebel, Guerrilla Warfare, Unconventional Warfare.
An enemy that uses terror tactics to invoke fear. One who does not follow the rules of war, or engagement. Provoking fear and violence among the general population to lower moral, and create general chaos among the masses.

Not really sure why they have Guerrilla Warfare, Unconventional Warfare as a syn with terrorist.
They mean to tell me that if China attacks Monte Carlo that people from Monte Carlo should follow the rules of war or engagement? 1 billion against few thousands. Of course they will look for other means of warfare. So all small coutries that resisted Germany in WWII are considered terrorist or at least they are “synonymous” with terrorizm.
