They basically have no engineers and I am sure the ones they do have in charge of the lights are told to do this purposely in hopes of getting someone to stop and buy something in their economically repressed (takes us back to the Bush thread , lol) town. (at least this is what I have been told by those "in charge" that I have asked, having been frustrated by this many times before ! This is a common phenomena found in alot of small towns.
